This information collection request addresses the above reporting requirement. Responses to the collection of information are mandatory (see 15 U.S.C. 2607(e)). Respondents may claim all or part of a notice confidential. EPA will disclose information that is covered by a claim of confidentiality only to the extent permitted by, and in accordance with, the procedures in TSCA section 14 and 40 CFR part 2. Burden Statement: The annual public reporting and recordkeeping burden for this collection of information is estimated to average about 51 hours per response for initial TSCA section 8(e) submissions and 5 hours per response for follow-up or supplemental submissions. Burden means the total time, effort or financial resources expended by persons to generate, maintain, retain or disclose or provide information to or for a Federal agency. This includes the time needed to review instructions; develop, acquire, install and utilize technology and systems for the purposes of collecting, validating and verifying information, processing and maintaining information, and disclosing and providing information; adjust the existing ways to comply with any previously applicable instructions and requirements; train personnel to be able to respond to a collection of information; search data sources; complete and review the collection of information; and transmit or otherwise disclose the information. Respondents/Affected Entities: Entities potentially affected by this action are companies that manufacture, import, process or distribute chemical substances or mixtures. Frequency of Collection: On occasion. Estimated average number of responses for each respondent: 1. Estimated No. of Respondents: 721. Estimated Total Annual Burden on Respondents: 30,515 hours. Estimated Total Annual Costs: $2,057,588. Changes in Burden Estimates: There is an increase of 12,380 hours (from 18,135 hours to 30,515 hours) in the total estimated respondent burden compared with that currently in the OMB inventory.
