The information collection
requirements accounted for in this
collection are necessary to determine
the technical and legal qualifications of
applicants or licensees to operate a
station, transfer or assign a license, and
to determine whether the authorization
is in the public interest, convenience
and necessity. Without such
information, the Commission could not
determine whether to permit
respondents to provide
telecommunication services in the U.S.
Therefore, the Commission would be
unable to fulfill its statutory
responsibilities in accordance with the
Communications Act of 1934, as
amended, and the obligations imposed
on parties to the World Trade
Organization (WTO) Basic Telecom
Agreement.

Housing Finance Agency (FHFA) is
seeking public comments concerning a
currently approved information
collection known as ‘‘Community
Support Requirements,’’ which has been
assigned control number 2590–0005 by

(OMB). Today FHFA will submit the
information collection to OMB for
review and approval of a three year
extension of the control number, which

SUPPLEMENTARY INFORMATION:
A. Need For and Use of the Information
Collection
Section 10(g)(1) of the Federal Home
Loan Bank Act (Bank Act) requires the
FHFA to promulgate regulations
establishing standards of community
investment or service that Federal Home
Loan Bank (Bank) members must meet
in order to maintain access to long-term
advances. See 12 U.S.C. 1430(g)(1). In
establishing these community support
requirements for Bank members, the
FHFA must take into account factors
such as the Bank member’s performance
under the Community Reinvestment Act
