Federal Register / Vol. 74, No. 153 / Tuesday, August 11, 2009 / Rules and Regulations
published in the Federal Register on
November 7, 2008. After carefully
considering all of the comments, OPM
has determined that it would be more
productive to consider the merits of the
time-in-grade issue as part of a more
comprehensive review of pay,
performance, and staffing issue that
OPM and the Administration are
conducting in various contexts than to
regulate one isolated issue in a
piecemeal fashion.
This means that the TIG rules remain
in effect.
