DATES: The meeting will be held
September 2, 2009. The meeting will
begin at 8 a.m. on September 2, 2009.
The public comment period will begin
at 1 p.m. on Wednesday, September 2,
2009.

SUPPLEMENTARY INFORMATION: The 15member Council advises the Secretary
of the Interior, through the Bureau of
Land Management, on a variety of
planning and management issues
associated with public land
management in North and South
Dakota. All meetings are open to the
public. The public may present written
comments to the Council. Each formal
Council meeting will also have time
allocated for hearing public comments.
Depending on the number of persons
wishing to comment and time available,
the time for individual oral comments
may be limited. Individuals who plan to
attend and need special assistance, such
as sign language interpretation, or other
reasonable accommodations, should
contact the BLM as provided below. The
Council will hear updates to ongoing
planning efforts and assist in evaluating
areas of ecological importance.

by August 19. While the meeting will be
open to the public, seating may be
limited due to room capacity.

AGENCY: Bureau of Land Management,

ACTION: Notice of Reinstatement of
Terminated Oil and Gas Lease.
SUMMARY: Under the provisions of
Public Law 97–451, the Bureau of Land
Management-Eastern States (BLM–ES)
received a petition for reinstatement of
oil and gas lease ARES 52370 from
SEECO, Inc. for lands in Polk County,
Arkansas. The petition was filed on time
and was accompanied by all the rentals
due since the date the lease terminated
under the law.
FOR FURTHER INFORMATION CONTACT:

No valid
lease has been issued affecting these
lands. The lessee has agreed to the new
lease terms for rental and royalties at
rates of $5.00 per acre or fraction
thereof, per year, and 162⁄3 percent,
respectively. The lessee has paid the
required $500.00 administrative fee and
$163.00 to reimburse the BLM for the
cost of publishing this Notice in the
Federal Register. The lessee has met all
the requirements for reinstatement as set
out in Sections 31(d) and (e) of the
Mineral Leasing Act of 1920 (30 U.S.C.
188), and the BLM is proposing to
reinstate the lease effective December 1,
2008, under the original terms and
conditions of the lease and the
increased rental and royalty rates cited
above.
