Abstract: Under 46 U.S.C. 3305 and 3306, the Coast Guard is responsible for the safety of inspected vessels and has promulgated regulations to ensure standards are met. Forms: None. Burden Estimate: The estimated burden has decreased from 859 hours to 514 hours a year. 2. Title: Declaration of Inspection Before Transfer of Liquid Cargo in Bulk. OMB Control Number: 1625–0039. Abstract: Title 33 U.S.C. 1221 authorizes the Coast Guard to establish regulations preventing the discharge of oil and hazardous material from vessels and facilities.
