The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed Saint Catherine Bend Hydrokinetic Project consists of: (1) 4,752 proposed 40 kilowatt Free Flow generating units having a total installed capacity of 190.08 megawatts; (2) a 6.5mile-long, 69 kilovolt transmission line; and (3) appurtenant facilities. The proposed Saint Catherine Bend Hydrokinetic Project would have an average annual generation of 833 gigawatt-hours.
