Pursuant to Section 102[2][c]
of the National Environmental Policy
Act of 1969, the Council on
Environmental Quality Regulations [40
CFR part 1500]; and the Natural
Resources Conservation Service
Regulations [7 CFR part 650]; the
Natural Resources Conservation Service,
U.S. Department of Agriculture, gives
notice that an environmental impact
statement is not being prepared for the
rehabilitation of Pohick Creek
Watershed Dam No. 2, Fairfax County,
Virginia.

SUPPLEMENTARY INFORMATION: The
environmental assessment of this
federally assisted action indicates that
the project will not cause significant
local, regional, or national impacts on
the environment. As a result of these
findings, W. Ray Dorsett, Acting State
Conservationist, has determined that the
preparation and review of an
environmental impact statement is not
needed for this project.
The project purpose is continued
flood prevention. The planned works of
improvement include upgrading an
existing floodwater retarding structure.
The Notice of a Finding of No
Significant Impact (FONSI) has been
forwarded to the U.S. Environmental

recreation facilities need significant
amounts of work to be maintained to
standard and provide quality
recreational experiences for our visitors.
I have determined that it is not a
responsible use of public funds to add
24 to 43 miles of new trail, estimated to
cost $40,000 per mile to build.
Therefore, I recommend that this project
be cancelled.

SUMMARY: The Allegheny National
Forest, Bradford Ranger District is
issuing this notice to advise the public
that the agency intends to withdraw
their Notice of Intent (NOI) to prepare
an Environmental Impact Statement
(EIS) for the proposed Willow Creek AllTerrain Vehicle (ATV) Trail Expansion
Project (WCATEP).
SUPPLEMENTARY INFORMATION: The NOI
for this project was published on Friday,
April 9, 2004, and can be found in the
Federal Register Vol. 69, No. 69, pages
18866–18867.
