ACTION: Notice of pending NRC action to
submit an information collection
request to the Office of Management and
Budget (OMB) and solicitation of public
comment.
SUMMARY: The NRC invites public
comment about our intention to request
the OMB’s approval for renewal of an
existing information collection that is
summarized below. We are required to
publish this notice in the Federal
Register under the provisions of the
Paperwork Reduction Act of 1995 (44
U.S.C. Chapter 35).
Information pertaining to the
requirement to be submitted:
1. The title of the information
collection: NRC Form 398: ‘‘Personal
Qualification Statement—Licensee’’.
2. Current OMB approval number:
3150–0090.
3. How often the collection is
required: On occasion and every six
years (at renewal).
4. Who is required or asked to report:
Individuals requiring a license to
operate the controls at a nuclear reactor.
5. The number of annual respondents:
1,410.
6. The number of hours needed
annually to complete the requirement or
request: 3,285 (2.33 hours per response).
7. Abstract: NRC Form 398 requests
detailed information that should be
submitted by a licensing applicant and
facility licensee when applying for a
new or renewal license to operate the
controls at a nuclear reactor facility.
This information, once collected, would
be used for licensing actions and for
generating reports on the Operator
Licensing Program.
Submit, by August 31, 2009,

10. Abstract: 10 CFR part 40
establishes requirements for licenses for
the receipt, possession, use and transfer
of radioactive source and byproduct
material. NRC Form 244 is used to
report receipt and transfer of depleted
uranium under general license, as
required by section 40.25. The
registration certification information
required by NRC Form 244 is necessary
to permit the NRC to make a
determination on whether the
possession, use, and transfer of depleted
uranium source and byproduct material
is in conformance with the
Commission’s regulations for protection
of public health and safety.

Revised Information Collection
SUMMARY: The NRC is issuing its Final
Interim Staff Guidance (ISG) DC/COL–
ISG–007 (ML091490565). This ISG
provides clarification of the NRC
position on identifying winter
precipitation events as site
characteristics and site parameters for
determining normal and extreme winter
precipitation loads on the roofs of
Seismic Category I structures.
The NRC staff issues ISGs to facilitate
timely implementation of the current
staff guidance and to facilitate activities
associated with review of applications
for early site permits and combined
licenses for the Office of New Reactors.
The NRC staff will also incorporate DC/
COL–ISG–007 into the next revisions of
the Regulatory Guide 1.206, ‘‘Combined
License Applications for Nuclear Power
Plants,’’ and related guidance
documents.

announces that the Office of Personnel
Management (OPM) intends to submit to
the Office of Management and Budget
(OMB) a request for comments on a
revised information collection. This
information collection Marital Status
Certification Survey, ‘‘(OMB Control No.
3206–0033; Form RI 25–7), is used to
determine whether widows, widowers,
and former spouses receiving survivor
annuities from OPM have remarried
before reaching age 55 and, thus, are no
longer eligible for benefits.
There are approximately 24,000
respondents. Each form takes
approximately 15 minutes to complete.
The annual estimated burden is 625
hours.
