Industry Competency Models ETA supports an Industry Competency Model Initiative to promote an understanding of the skill sets and competencies that are essential to an educated and skilled workforce. A competency model is a collection of competencies that taken together define successful performance in a particular work setting. Competency models serve as a starting point for the design and implementation of workforce and talent development programs. To learn about the industry-validated models visit the Competency Model Clearinghouse (CMC) at https://www.careeronestop.org/ CompetencyModel. The CMC site also provides tools to build or customize industry models, as well as tools to build career ladders and/or career lattices. C. Federal Collaboration DOL encourages other Federal partners to recommend or require, where appropriate, that organizations receiving Recovery Act funding list jobs created with their State public labor exchange. The Department is developing specific strategies to link job listings, training opportunities and placement among programs funded by Departments of Housing and Urban Development, Energy, and Education. Where the grantee is not the public workforce system, they are strongly encouraged to work with the local One Stop Career Centers to make these connections. D. Background The Low-Level Radioactive Waste Policy Amendments Act of 1985 (Pub. L. 99–240) sets forth the Federal policy, including responsibilities, for the disposal of low-level radioactive waste to ensure available disposal capacity for all classes of waste, as specified by Title 10, § 61.55, of the Code of Federal Regulations (CFR). Existing NRC regulations in 10 CFR 61.55 specify criteria for determining the classification of low-level radioactive waste for land disposal at a near-surface facility. The original development of 10 CFR 61.55 did not explicitly consider the impacts resulting from the disposal of significant quantities of depleted uranium from the operation of a commercial uranium enrichment facility (‘‘Draft Environmental Impact Statement on 10 CFR Part 61 Licensing Requirements for Land Disposal of Radioactive Waste,’’ NUREG–0782, 1981, ADAMS Accession Nos. ML060930564 (vol. 1), ML060930573 (vol. 2), ML060930577 (vol. 3), and ML060930583 (vol. 4); ‘‘Final Environmental Impact Statement on 10 CFR Part 61 Licensing Requirements for Land Disposal of Radioactive Waste,’’ NUREG–0945, 1982, ADAMS Accession Nos. ML052590184 (vol. 1) and ML052920727 (vol. 2)). When 10 CFR Part 61 was initially developed, there were no commercial facilities generating significant quantities of depleted uranium waste. As a result, the analysis only considered the types of uraniumbearing waste streams being typically E:\FR\FM\24JNN1.SGM 24JNN1
