Notice of meeting.
SUMMARY: Pursuant to the authorities in
the Federal Advisory Committees Act
(Pub. L. 92–463) and under the Secure
Rural Schools and Community Self
Determination Act of 2000 (Pub. L. 110–
343) the Modoc National Forest’s Modoc
County Resource Advisory Committee
will meet June 1, 2009, August 3, 2009,
and September 14, 2009, in Alturas,
California 96101, for a business meeting.
The meetings are open to the public.
The
business meetings on June 1, August 3,
and September 14, 2009, will begin at 6
p.m., at the Modoc National Forest
Office, Conference Room, 800 West 12th
St., Alturas, California 96101. Agenda
topics include (1) presentations on
active RAC projects, (2) financial
updates, and (3) reviewing and voting
on project proposals that meet the intent
of Public Law 110–343. Time will also

AGENCY: Natural Resources
Conservation Service (NRCS),
Department of Agriculture (USDA).
ACTION: Notice of public meetings.
SUMMARY: NRCS will hold public
meetings to gather stakeholder input on
important natural resource concerns and
program approaches to address these
natural resource concerns in the next
decade.
On June 22, 2008, Congress
reauthorized the RCA, 16 U.S.C. 2001–
25487
2009, through amendments in the Food,
Conservation, and Energy Act of 2008
(Pub. L. 110–246). In the
reauthorization, Congress extended RCA
through 2018 and called for the first
report to be delivered to Congress by
January 2011. RCA provides USDA with
broad strategic assessment and planning
authority and calls for the development
of a national program to guide USDA
activities for the conservation,
protection, and enhancement of soil,
water, and related natural resources.
Through RCA, USDA appraises the
status and trends of soil, water, and
related resources on non-Federal land,
assesses their capability to meet present
and future demands, evaluates current
and needed programs, policies, and
authorities, and develops a national soil
and water conservation program to give
direction for USDA soil and water
conservation activities.
Public participation is a central
element of the RCA process. USDA will
hold listening sessions to provide the
public with an opportunity to comment
on conservation priorities, program
approaches, future conservation needs,
and opportunities to improve the
appraisal process.

Adjustment Programs help distressed
communities revitalize and upgrade
their physical infrastructure and
economic development facilities. Grants
are awarded to eligible applicants to
promote long-range economic
development in order to reduce
unemployment, and increase income.
The grants are used to design, build,
improve or expand vital public
infrastructure and economic
development facilities. These facilities,
in turn, help regions to attract new, or
support existing businesses that will
result in an environment where higherskilled, higher-wage jobs are created.
EDA regulations at 13 CFR part 305
include program requirements that are
unique to construction awards. In some
cases, these involve reporting or record
keeping requirements.
