The proposal for which EPA is holding the public hearing will be published separately in the Federal Register. Public Hearing: The public hearing will provide interested parties the opportunity to present data, views, or arguments concerning the proposed rule. The EPA may ask clarifying questions during the oral presentations but will not respond to the presentations at that time. Written statements and supporting information submitted during the comment period will be considered with the same weight as any oral comments and supporting information presented at the public hearing. Written comments must be received by the last day of the comment period, as specified in the proposal of the RFS2 rule. The public hearing will be held on June 9 in Washington, DC and will begin at 10 a.m. and end at 5 p.m., local time. Workshop: We will also hold a workshop on June 10–11, 2009 at the Dupont Hotel in Washington, DC to present details of our lifecycle GHG analysis. During this workshop, we intend to go through the lifecycle GHG analysis included in this proposal. The intent of this workshop is to help ensure a full understanding of our lifecycle analysis, the major issues identified and the options discussed. We expect that this workshop will help ensure that we receive submission of the most thoughtful and useful comments to this proposal and that the best methodology and assumptions are used for calculating GHG emissions impacts of fuels for the final rule. While this workshop will be held during the comment period, it is not intended to replace either the formal public hearing or the need to submit comments to the docket. EPA proposes to grant Final authorization to the State of Louisiana. In the ‘‘Rules and Regulations’’ section of this Federal Register, EPA is authorizing the changes by an immediate final rule. EPA did not make a proposal prior to the immediate final rule because we believe this action is not controversial and do not expect comments that oppose it. We have explained the reasons for this authorization in the preamble to the immediate final rule. Unless we get written comments which oppose this authorization during the comment period, the immediate final rule will become effective on the date it establishes, and we will not take further action on this proposal. If we receive comments that oppose this action, we will withdraw the immediate final rule and it will not take effect. Louisiana: Final Authorization of State Hazardous Waste 
Management Program Revisions

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: The State of Louisiana has applied to EPA for Final 
authorization of the changes to its hazardous waste program under the 
Resource Conservation and Recovery Act (RCRA). EPA proposes to grant 
Final authorization to the State of Louisiana. In the ``Rules and 
Regulations'' section of this Federal Register, EPA is authorizing the 
changes by an immediate final rule. EPA did not make a proposal prior 
to the immediate final rule because we believe this action is not 
controversial and do not expect comments that oppose it. We have 
explained the reasons for this authorization in the preamble to the 
immediate final rule. Unless we get written comments which oppose this 
authorization during the comment period, the immediate final rule will 
become effective on the date it establishes, and we will not take 
further action on this proposal. If we receive comments that oppose
