SUMMARY: The Treasury Department’s
Office of Foreign Assets Control
(‘‘OFAC’’) is publishing the names of
four individuals whose property and
interests in property have been
unblocked pursuant to Executive Order
12978 of October 21, 1995, Blocking
Assets and Prohibiting Transactions
with Significant Narcotics Traffickers.
DATES: The unblocking and removal
from the list of Specially Designated
Nationals and Blocked Persons (‘‘SDN
List’’) of the four individuals identified
in this notice whose property and
interests in property were blocked
pursuant to Executive Order 12978 of
October 21, 1995, is effective on May 6,
2009.

Background
On October 21, 1995, the President,
invoking the authority, inter alia, of the
International Emergency Economic
Powers Act (50 U.S.C. 1701–1706)
(‘‘IEEPA’’), issued Executive Order
12978 (60 FR 54579, October 24, 1995)
(the ‘‘Order’’). In the Order, the
President declared a national emergency
to deal with the threat posed by
significant foreign narcotics traffickers
centered in Colombia and the harm that
they cause in the United States and
abroad.

Section 1 of the Order blocks, with
certain exceptions, all property and
interests in property that are in the
United States, or that hereafter come
within the United States or that are or
hereafter come within the possession or
control of United States persons, of: (1)
The persons listed in an Annex to the
Order; (2) any foreign person
determined by the Secretary of
Treasury, in consultation with the
Attorney General and Secretary of State:
(a) To play a significant role in
international narcotics trafficking
centered in Colombia; or (b) to
materially assist in, or provide financial
or technological support for or goods or
services in support of, the narcotics
trafficking activities of persons
designated in or pursuant to the Order;
and (3) persons determined by the
Secretary of the Treasury, in
consultation with the Attorney General
and the Secretary of State, to be owned
or controlled by, or to act for or on
behalf of, persons designated pursuant
to the Order.
On May 6, 2009, the Acting Director
of OFAC removed from the SDN List the
four individuals listed below, whose
property and interests in property were
blocked pursuant to the Order.

The Department of Veterans Affairs
(VA) gives notice under Public Law 92–
463 (Federal Advisory Committee Act)
that a meeting of the Clinical Science
Research and Development Service
Cooperative Studies Scientific
Evaluation Committee will be held on
June 26, 2009, at The Ritz-Carlton, 1150
22nd Street, NW., Washington, DC. The
meeting is scheduled to begin at 8 a.m.
and end at 4 p.m.
The Committee advises the Chief
Research and Development Officer
through the Director of the Clinical
Science Research and Development
Service on the relevance and feasibility
of proposed projects and the scientific
validity and propriety of technical
details, including protection of human
subjects.
The session will be open to the public
for approximately 30 minutes at the
start of the meeting for the discussion of
administrative matters and the general
status of the program. The remaining
portion of the meeting will be closed to
the public for the Committee’s review,
discussion and evaluation of research
and development applications.
During the closed portion of the
meeting, discussions and
recommendations will deal with
qualifications of personnel conducting
the studies, staff and consultant
critiques of research proposals and
similar documents and the medical
records of patients who are study
subjects, the disclosure of which would
constitute a clearly unwarranted
invasion of personal privacy. As
provided by section 10(d) of Public Law
92–463, as amended, closing portions of
this meeting is in accordance with 5
U.S.C. 552b(c)(6) and (c)(9)(B).

that the Advisory Committee on
Disability Compensation will meet on
June 1–2, 2009, at the St. Regis

Room on June 2. The meeting is open

The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on the maintenance and periodic
readjustment of the VA Schedule for
Rating Disabilities. The Committee is to
assemble and review relevant
information relating to the nature and
character of disabilities arising from
service in the Armed Forces, provide an
ongoing assessment of the effectiveness
of the rating schedule and give advice
on the most appropriate means of
responding to the needs of veterans
relating to disability compensation.
On June 1, the Committee will receive
briefings about studies on compensation
for Veterans with service-connected
disabilities and other Veteran benefits
programs. On the afternoon of June 1
and the morning of June 2, the
Committee will break into
subcommittees to prepare
recommendations. In the afternoon of
June 2, time will be allocated for
receiving public comments. Public
comments will be limited to three

minutes each. Individuals wishing to
make oral statements before the
Committee will be accommodated on a
first-come, first-served basis.
Individuals who speak are invited to
