Following that period, a determination will be made by the NRCS in Virginia regarding disposition of those comments and a final determination of change will be made to the subject standards. SUMMARY: The Department of Commerce (‘‘Department’’) is conducting the first administrative review of the antidumping duty order on certain activated carbon from the People’s Republic of China (‘‘PRC’’) for the period October 11, 2006, through March 31, 2008. The Department has preliminarily determined that sales have been made below normal value (‘‘NV’’) by the respondents. SUPPLEMENTARY INFORMATION: On April 27, 2007, the Department published in the Federal Register an antidumping duty order on certain activated carbon from the PRC. On April 1, 2008, the Department published in the Federal Register a notice of opportunity to request an administrative review of the antidumping duty order of certain activated carbon from the PRC for the period October 11, 2006, through March 31, 2008.1 See Antidumping or Countervailing Duty Order, Finding, or Suspended Investigation; Opportunity to Request Administrative Review, 73 FR 17317 (April 1, 2008). The Department received timely requests by Petitioners 2 to conduct a review of 90 companies. On June 4, 2008, the Department initiated this review with respect to all requested companies.
