seeking a Commission investigation and
hearing into installed capacity resources
who received capacity payments but
never provided any capacity services
when called upon.
Connecticut Representatives certify
that copies of the complaint were served
on the contacts for ISO–NE and New
England Power Pool, Inc (‘‘NEPOOL’’),
as a representative of the NNY Capacity
Resources, as listed on the
