On February 11, 2009,
Hydrodynamics, Inc. filed an
application for a preliminary permit,
pursuant to section 4(f) of the Federal
Power Act, proposing to study the
feasibility of the Tongue River Reservoir
Hydroelectric Project, which would be
located at the existing Tongue River
Reservoir dam on the Tongue River near
the town of Decker in Bighorn County,
Montana. The sole purpose of a
preliminary permit, if issued, is to grant
the permit holder priority to file a
license application during the permit
term. A preliminary permit does not
authorize the permit holder to perform
any land disturbing activities or
otherwise enter upon lands or waters
owned by others without the owners’
express permission.
The proposed project would consist of
the following:
(1) An existing 1,824-foot-long, 91foot-high earthen dam; (2) an existing
reservoir with a surface area of 3,700
acres and a storage capacity of 79,071
acre-feet at the normal water surface
elevation of 3,138 feet mean sea level;
(3) an existing concrete outlet works
tunnel, which would be lined with
steel; (4) a new 84-inch, 520-foot-long
steel penstock in the tunnel; (5) a new
40-foot-long penstock extending from
the tunnel to the powerhouse; (6) a new
powerhouse containing two generating
units with a combined installed
capacity of 2.0 megawatts; (7) a new
tailrace discharging flows into the
Tongue River at the base of the dam; (8)
a new substation; (9) a new 125-kilovolt,
8.5-mile-long transmission line; and (10)
appurtenant facilities. The proposed
project would have an average annual
generation of 11.0 gigawatt-hours.
