DOE anticipates that the U.S. Department of Agriculture Rural Business-Cooperative Service will assist with the Department’s review process and adopt the Abengoa Biorefinery EIS, to the extent practicable, to satisfy that agency’s NEPA-related requirements and support its decisions under section 9003 of the 2008 Farm Bill.
