AGENCY: Federal Communications Commission.

ACTION: Final rule.

SUMMARY: The Commission grants a petition for rulemaking filed by KDMI 
License, LLC, the permittee of post-transition station KDMI-DT, to 
substitute DTV channel 19 for post-transition DTV channel 31 at Des 
Moines, Iowa.

DATES: This rule is effective April 23, 2009.
