Engaged in Permissible Nonbanking
Activities
The companies listed in this notice
have given notice under section 4 of the
Bank Holding Company Act (12 U.S.C.
1843) (BHC Act) and Regulation Y (12
CFR Part 225) to engage de novo, or to
acquire or control voting securities or
assets of a company, including the
companies listed below, that engages
either directly or through a subsidiary or
other company, in a nonbanking activity
that is listed in § 225.28 of Regulation Y
(12 CFR 225.28) or that the Board has
determined by Order to be closely
related to banking and permissible for
bank holding companies. Unless
otherwise noted, these activities will be
conducted throughout the United States.
Each notice is available for inspection
at the Federal Reserve Bank indicated.
The notice also will be available for
inspection at the offices of the Board of
Governors. Interested persons may

Notice of Availability of Federal
Matching Shares for Medicaid and
Foster Care and Adoption Assistance
AGENCY: Office of the Secretary,
Department of Heath and Human
Services.
ACTION: Notice.
SUMMARY: The Federal Medical
Assistance Percentages (FMAPs) for the
first two quarters of Fiscal Year 2009
have been recalculated pursuant to the
American Recovery and Reinvestment
Act (ARRA). These percentages will be
effective from October 1, 2008 through
March 31, 2009. This notice announces
the calculated FMAPs that the U.S.
Department of Health and Human
Services (HHS) will use in determining
the amount of Federal matching for
State medical assistance under Title XIX
and Title IV–E. The table gives figures
for each of the 50 States and the District
of Columbia. Adjusted figures are not
shown for Puerto Rico, the Virgin
Islands, Guam, American Samoa, and
the Commonwealth of the Northern
Mariana Islands since territories have a
choice between two methodologies to
determine their recalculated figures.
Programs under title XIX of the Act exist
in each jurisdiction. The percentages in
this notice only apply to State
expenditures for most medical services
