The
Public Safety Officer Medal of Valor
Review Board carries out those advisory
functions specified in 42 U.S.C. 15202.
Pursuant to 42 U.S.C. 15201, the
President of the United States is
authorized to award the Public Safety
Officer Medal of Valor, the highest
national award for valor by a public
safety officer.
The purpose of this meeting/
conference call is to introduce the
Board’s renewed Charter, review and
vote on the new Bylaws, and to discuss
upcoming activities and relevant Board
issues related thereto.
This meeting/conference call is open
to the public at the offices of the Bureau
of Justice Assistance. For security
purposes, members of the public who
wish to participate must register at least
seven (7) days in advance of the
meeting/conference call by contacting
Mr. Joy. All interested participants will
be required to meet at the Bureau of
Justice Assistance, Office of Justice
Programs; 810 7th Street, NW.,
Washington, DC and will be required to
sign in at the front desk. Note: Photo
identification will be required for
admission. Additional identification
documents may be required.
Access to the meeting/conference call
will not be allowed without prior
registration. Anyone requiring special

Solicitation for a Cooperative
Agreement: The Norval Morris Project
AGENCY: National Institute of
Corrections, Department of Justice.
ACTION: Solicitation for cooperative
agreement.
SUMMARY: The National Institute of
Corrections (NIC) is soliciting proposals
from organizations, groups, or
individuals to enter into a cooperative
agreement for a 12-month period to
begin in May, 2009. Work under this
agreement will continue NIC’s Norval
Morris Project. Dr. Morris was
instrumental in creating NIC over 30
years ago and remained a guiding
influence as a charter member of the
NIC Advisory Board until the day he
passed away in February 2004. Shortly
after his death, the NIC Advisory Board
created the Norval Morris project to
honor his many contributions to the
field and carry on the sprit of his work.
Dr. Morris believed that a major
shortcoming in correctional policy and
practice was that the field did not make
effective use of the available research
and evaluation. Among his keenest
interests was the issue of effective
dissemination. He used research
findings to inform the field and promote
greater collaboration. At its heart, the
Norval Morris Project is about
developing models and executing
strategies for expediting the circulation
of research-based innovations,
knowledge, and ideas by addressing
specific topics of vital concern to the
field of corrections.

Selection of the successful applicant
and notification of review results to all
applicants: May 30, 2009.
