The proposed amendment would have established Conditions, Required Actions, and Completion Times in the Technical Specifications (TSs) for the condition where one steam supply to the turbine-driven auxiliary feedwater (AFW) pump is inoperable concurrent with an inoperable motor-driven AFW train, using the Consolidated Line Item Improvement Process for TS Task Force Traveler (TSTF) 412, Revision 3. The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the Federal Register on October 21, 2008 (73 FR 62568). However, by letter dated March 11, 2009, the licensee withdrew the proposed change.     The U.S. Nuclear Regulatory Commission (NRC, the Commission) has
