the same frequency, in the same
community, with substantially the same
engineering characteristics and
proposing to serve substantially the
same service area as the application
sought to be withdrawn, timely filed
pursuant to the FCC’s rules, or filed, in
any event, within 30 days from the last
date of publication of the notice
(notwithstanding any provisions
normally requiring earlier filing of a
competing application), will be entitled
to comparative consideration with other
pending mutually exclusive affidavits.
(5) Within 7 days of the last day of
publication of the notice, the applicant
proposing to withdraw shall file a
statement in triplicate with the FCC
giving the dates on which the notice
was published, the text of the notice and
the name and location of the newspaper
in which the notice was published.

The
Chairman of the Federal
Communications Commission has
determined that the reestablishment of
the Council is necessary and in the
public interest in connection with the
performance of duties imposed on the
Federal Communications Commission
(FCC) by law. The Committee
Management Secretariat, General
Services Administration concurs with
the reestablishment of the Council. The
purpose of the TAC is to provide
technical advice to the Federal
Communications Commission and to
make recommendations on the issues
and questions presented to it by the
FCC. The TAC will address questions
referred to it by the FCC Chairman, the
FCC Chief Technologist, the Chief of the
FCC Office of Engineering and
Technology, or the TAC Designated
Federal Officer. The questions referred
to the TAC will be directed to
technological and technical issues in the
field of communications. The duties of
the TAC will be to gather data and
information, perform analyses, and
prepare reports and presentations to
respond to the questions referred to it.

ACTION:
SUMMARY: California has scheduled a
special general election on May 19,
2009, to fill the U.S. House of
Representatives seat in the ThirtySecond Congressional District vacated
by Representative Hilda Solis. Under
California law, a majority winner in a
special election is declared elected.
Should no candidate achieve a majority
vote, a special runoff election will be
held on July 14, 2009, among the top
vote-getters of each qualified political
party, including qualified independent
candidates.
Political committees participating in
the California special elections are
required to file pre- and post-election
reports. Filing dates for these reports are
affected by whether one or two elections
are held.

candidates who participate in the
California Special General and Special
Runoff Elections shall file a 12-day PreGeneral Report on May 7, 2009; a PreRunoff Report on July 2, 2009; and a
Post-Runoff Report on August 13, 2009.

each report).
If only one election is held, all
principal campaign committees of
candidates in the Special General
Election shall file a 12-day Pre-General
Report on May 7, 2009; and a PostGeneral Report on June 18, 2009. (See
chart below for the closing date for each
report).
Note that these reports are in addition
to the campaign committee’s quarterly
filings in July and October.
Unauthorized Committees (PACs and
Party Committees)
Political committees filing on a semiannual basis in 2009 are subject to
special election reporting if they make
previously undisclosed contributions or
