submitted by the Pima County
Department of Environmental Quality
certifying that other solid waste
incinerator units do not exist within its
air pollution control jurisdiction. This
negative declaration was submitted on
April 14, 2008. For further information,
please see the information provided in
the direct final action, with the same
title, that is located in the ‘‘Rules and
Regulations’’ section of this Federal
Register publication. If no adverse
comments are received in response to
this action, no further activity will be
contemplated. If adverse comments are
received, then EPA will publish a timely
withdrawal of the direct final rule and
address the comments in subsequent
action based on this proposed rule.
Please note that if we receive adverse
comment on an amendment, paragraph,
or section of this rule and if that
provision may be severed from the
remainder of the rule, we may adopt as
final those provisions of the rule that are
not the subject of an adverse comment.
EPA will not institute a second
comment period. Any parties interested
in commenting on this action should do
so at this time.

SUMMARY: The Commission requests
comments on a channel substitution
proposed by Comcorp of Bryan License
Corp. (‘‘Comcorp’’), the licensee of
station KYLE–DT, post-transition DTV
channel 29, Bryan, Texas. On June 20,
2008, Comcorp filed a petition for
rulemaking in which it requested
permission to substitute DTV channel
29 for its originally assigned DTV
channel 28 at Bryan, as well to move its
transmitter location and make
associated technical changes. The staff
