SUMMARY: The Department of the
Treasury, as part of its continuing effort
to reduce paperwork and respondent
burden, invites the general public and
other Federal agencies to take this
opportunity to comment on proposed
and/or continuing information
collections, as required by the
Paperwork Reduction Act of 1995,
Public Law 104–13 (44 U.S.C.
3506(c)(2)(A)). Currently, the IRS is

Abstract: Revenue Procedure 2003–11
describes the Offshore Voluntary
Compliance Initiative, which is directed
at taxpayers that have under-reported
their tax liability through financial
arrangements outside the United States
that rely on the use of credit, debit, or
charge cards (offshore credit cards) or
foreign banks, financial institutions,
corporations, partnerships, trusts, or
other entities (offshore financial
arrangements). Taxpayers that
participate in the initiative and provide
the information and material that their
participation requires can avoid certain
penalties.
Current Actions: There are no changes
being made to the revenue procedure at
this time.
Type of Review: Extension of a
currently approved collection.
Affected Public: Business or other forprofit organizations, individuals, and
not-for-profits institutions.
Estimated Number of Respondents:
2,000.
Estimated Time per Respondent: 50
hours.

Abstract: The mission of LGY is to
help veterans and active duty personnel
purchase and retain homes in
recognition of their service to our
nation. The program offers many
advantages to veterans, including no
down payment, and no mortgage
insurance premiums. Since the
program’s inception in 1944, it has
helped millions of veterans to become
homeowners.
As part of the VA’s continuing
commitment to improve the services
provided to veterans, LGY will conduct
FY09 VA Loan Guaranty Service
Appraiser and Realtor Surveys. The
survey will target real estate
professionals geographically located in
‘‘veteran rich’’ areas. The appraisers
surveyed will be those currently serving
on the VA Fee Panel.
An agency may not conduct or
sponsor, and a person is not required to
respond to a collection of information
unless it displays a currently valid OMB
control number. The Federal Register
