§ 165.T11–140 Safety Zone; Dutch Shoe
Regatta; San Diego Harbor, San Diego, CA.
(a) Location. The limits of the safety
zone would be encompassed by the
following coordinates: 32°42.48′ N,
117°14.00′ W; 32°42.17′ N, 117°14.08′
W; 32°41.96′ N, 117°13.60′ W; 32°42.19′
N, 117°13.50′ W.
(b) Enforcement Period. This safety
zone will be enforced from 11 a.m. to 3
p.m. on July 24, 2009. If the need for the
safety zone ends before the scheduled
termination time, the Captain of the Port
will cease enforcement of this safety
zone.
(c) Definitions. The following
definition applies to this section:
Designated representative, means any
commissioned, warrant, and petty
officers of the Coast Guard on board
Coast Guard, Coast Guard Auxiliary,
and local, state, and federal law
enforcement vessels who have been
authorized to act on the behalf of the
Captain of the Port.
(d) Regulations. (1) In accordance
with the general regulations in § 165.23
of this part, entry into, transit through,
or anchoring within this zone by all
vessels is prohibited, unless authorized
by the Captain of the Port, or his
designated representative.
(2) Mariners requesting permission to
transit through the safety zone may
request authorization to do so from the
Sector San Diego Communications
Center (COMCEN). The COMCEN may
be contacted via VHF–FM channel 16 or
(619) 278–7033.
(3) All persons and vessels shall
comply with the instructions of the
Coast Guard Captain of the Port or the
designated representative.
(4) Upon being hailed by U.S. Coast
Guard patrol personnel by siren, radio,
flashing light, or other means, the
operator of a vessel shall proceed as
directed.
(5) The Coast Guard may be assisted
by other federal, state, or local agencies.

Nevada: Proposed Authorization of
State Hazardous Waste Management
Program Revision
AGENCY: Environmental Protection
Agency (EPA).
ACTION: Proposed rule.
SUMMARY: Nevada has applied to EPA
for final authorization of the changes to
its hazardous waste program under the
Resource Conservation and Recovery
Act (RCRA). EPA proposes to grant final
authorization to Nevada. In the ‘‘Rules
and Regulations’’ section of this Federal
Register, EPA is authorizing the changes
by an immediate final rule. EPA did not
make a proposal prior to the immediate
final rule because we believe this action
is not controversial and do not expect
comments that oppose it. We have
explained the reasons for this
authorization in the preamble of the
immediate final rule. Unless we get
written comments which oppose this
authorization during the comment
period, the immediate final rule will
become effective on the date it
establishes, and we will not take further
action on this proposal. If we receive
comments that oppose this action, we
will withdraw the immediate final rule
and it will not take effect. We will
respond to public comments in a later
final rule based on this proposal. You
may not have another opportunity for
comment.
