Engaged in Permissible Nonbanking
Activities
The companies listed in this notice
have given notice under section 4 of the
Bank Holding Company Act (12 U.S.C.
1843) (BHC Act) and Regulation Y (12
CFR Part 225) to engage de novo, or to
acquire or control voting securities or
assets of a company, including the
companies listed below, that engages
either directly or through a subsidiary or
other company, in a nonbanking activity
that is listed in § 225.28 of Regulation Y
(12 CFR 225.28) or that the Board has
determined by Order to be closely
related to banking and permissible for
bank holding companies. Unless
otherwise noted, these activities will be
conducted throughout the United States.
Each notice is available for inspection
at the Federal Reserve Bank indicated.
The notice also will be available for
inspection at the offices of the Board of
Governors. Interested persons may
express their views in writing on the
question whether the proposal complies
with the standards of section 4 of the
BHC Act. Additional information on all
bank holding companies may be
obtained from the National Information
Center website at www.ffiec.gov/nic/.

SUMMARY: The FTC plans to conduct a
consumer study to evaluate alternatives
to the current disclosures required for
most consumer lamp (i.e., light bulb)
products. The Commission is examining
the effectiveness of current light bulb
package labeling as directed by
Congress. Before conducting this study,
the FTC is seeking public comments on
the proposed study pursuant to the
Paperwork Reduction Act (‘‘PRA’’).
DATES: Comments must be received on
or before March 23, 2009.
ADDRESSES: The Commission invites
interested parties to submit written
comments electronically or in paper
form. Comments should refer to ‘‘Lamp
Labeling Study, Project No. P084206’’ to
facilitate the organization of comments.
Please note that comments will be
placed on the public record of this
proceeding—including on the publicly
accessible FTC website, at (https://
www.ftc.gov/os/publiccomments.shtm)
— and, therefore, should not include
any sensitive or confidential
information. In particular, comments
should not include any sensitive
personal information, such as an
individual’s Social Security Number;
date of birth; driver’s license number or
other state identification number, or
foreign country equivalent; passport
number; financial account number; or
credit or debit card number. Comments
also should not include any sensitive
health information, such as medical
records or other individually
identifiable health information. In
addition, comments should not include
any ‘‘[t]rade secrets and commercial or

6(f) of the FTC Act, 15 U.S.C. 46(f), and
FTC Rule 4.10(a)(2), 16 CFR 4.10(a)(2).

and must comply with FTC Rule 4.9(c).1
