(‘‘IEEPA’’), issued Executive Order
12978 (60 FR 54579, October 24, 1995)
(the ‘‘Order’’). In the Order, the
President declared a national emergency
to deal with the threat posed by
significant foreign narcotics traffickers
centered in Colombia and the harm that
they cause in the United States and
abroad.
Section 1 of the Order blocks, with
certain exceptions, all property and
interests in property that are in the
United States, or that hereafter come
within the United States or that are or
hereafter come within the possession or
control of United States persons, of: (1)
The persons listed in an Annex to the
Order; (2) any foreign person
determined by the Secretary of the
Treasury, in consultation with the
Attorney General and the Secretary of
State: (a) To play a significant role in
international narcotics trafficking
centered in Colombia, or (b) to
materially assist in, or provide financial
or technological support for or goods or
services in support of, the narcotics
trafficking activities of persons
designated in or pursuant to the Order;
and (3) persons determined by the
Secretary of the Treasury, in
consultation with the Attorney General
and the Secretary of State, to be owned
or controlled by, or to act for or on
behalf of, persons designated pursuant
to the Order.
On February 10, 2009, the Director of
OFAC removed from the SDN list the
individual listed below, whose property
and interests in property were blocked
pursuant to the Order.

SUPPLEMENTARY INFORMATION: Notice is
hereby given pursuant to section
10(a)(2) of the Federal Advisory
Committee Act, 5 U.S.C. App., that a
closed meeting of the Art Advisory
Panel will be held on March 12, 2009,
in Room 4200E beginning at 9:30 a.m.,
Franklin Court Building, 1099 14th
Street, NW., Washington, DC 20005.
The agenda will consist of the review
and evaluation of the acceptability of
fair market value appraisals of works of
art involved in Federal income, estate,
or gift tax returns. This will involve the
discussion of material in individual tax
returns made confidential by the
provisions of 26 U.S.C. 6103.
A determination as required by
section 10(d) of the Federal Advisory
Committee Act has been made that this
meeting is concerned with matters listed
in section 552b(c)(3), (4), (6), and (7),
and that the meeting will not be open
to the public.

Advisory Panel.
The Department of Veterans Affairs
(VA) gives notice under Public Law 92–
463 (Federal Advisory Committee Act)
that the Advisory Committee on
Disability Compensation will meet on
March 9–10, 2009, in the Carlton Room,
at the St. Regis Washington DC, 923
16th and K Streets, NW., from 8 a.m. to
5 p.m. each day. The meeting is open to
the public.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on the maintenance and periodic

readjustment of the VA Schedule for
Rating Disabilities. The Committee is to
assemble and review relevant
information relating to the nature and
character of disabilities arising from
service in the Armed Forces, provide an
ongoing assessment of the effectiveness
of the rating schedule and give advice
on the most appropriate means of
responding to the needs of veterans
relating to disability compensation.
The Committee will receive briefings
about studies on compensation for
veterans with service-connected
disabilities and other veteran benefits
programs. On the morning of March 10,
the Committee will break into
subcommittees to work on
recommendations. In the afternoon,
time will be allocated for receiving
public comments. Public comments will
be limited to three minutes each. A signin sheet will be available.
Members of the public may submit
written statements to the Committee
before the meeting, or within 10 days
after the meeting, by sending them to

The Department of Veterans Affairs
(VA) gives notice under Public Law 92–
463 (Federal Advisory Committee Act)
that the Veterans’ Rural Health Advisory
Committee will hold a meeting on
March 3–4, 2009, at the Point Hilton
Squaw Peak Hotel, 7677 North 16th
Street, Phoenix, Arizona.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on health care issues affecting enrolled
Veterans residing in rural areas. The
Committee will examine programs and
policies that impact the provision of VA
health care to enrolled Veterans residing
in rural areas, and discuss ways to
improve and enhance VA services for
these Veterans.
On March 3, the Committee will meet
in open session from 8 a.m. to 5:30 p.m.
