Take notice that the Federal Energy
Regulatory Commission will hold a
technical conference on March 2, 2009,
from 9 a.m. to 5 p.m. (EST) in the
Commission Meeting Room at the
Federal Energy Regulatory Commission,
888 First Street, NE., Washington, DC
20426. The conference will be open for
the public to attend and advance
registration is not required. Members of
the Commission will attend and
participate in the conference.
The purpose of this conference is to
seek information on the challenges
posed by integration of large amounts of
variable renewable generation into
wholesale markets and grids as well as
on innovative solutions to these
challenges. The Commission previously
dealt with the technical differences of
wind power from other forms of
generation in 2005, when the
Commission issued Order No. 661.1
The Commission anticipates
significant additions of wind generation
as well as generation from other variable

California State Motor Vehicle
Pollution Control Standards;
Greenhouse Gas Regulations;
Reconsideration of Previous Denial of
a Waiver of Preemption
AGENCY: Environmental Protection
Agency (EPA).
ACTION: Notice for public hearing and
comment.
SUMMARY: The Clean Air Act preempts
States from adopting emission standards
for new motor vehicles and motor
vehicle engines but requires EPA to
waive this preemption for California
unless EPA makes certain findings.
Acting at the direction of the California
legislature, the California Air Resources
Board (CARB) adopted greenhouse gas
emission regulations for passenger cars,
light-duty trucks and medium-duty
passenger vehicles beginning with the
2009 model year. By letter dated
December 21, 2005, CARB submitted a
request that EPA grant a waiver for these
regulations. EPA denied this request on
March 6, 2008. EPA believes that there
are significant issues regarding the
