This is a transaction within a
corporate family of the type exempted
from prior review and approval under
49 CFR 1180.2(d)(3). The parties state
that the transaction will not result in
adverse changes in service levels,
significant operational changes, or
changes in the competitive balance with
carriers outside the corporate family.
Under 49 U.S.C. 10502(g), the Board
may not use its exemption authority to
relieve a rail carrier of its statutory
obligation to protect the interests of its
employees. Section 11326(c), however,
does not provide for labor protection for
transactions under sections 11324 and
11325 that involve only Class III rail
carriers. Accordingly, the Board may not
impose labor protective conditions here,
because all of the carriers involved are
Class III carriers.
If the notice contains false or
misleading information, the exemption
is void ab initio. Petitions to revoke the
exemption under 49 U.S.C. 10502(d)
may be filed at any time. The filing of
a petition to revoke will not
automatically stay the transaction.
Petitions for stay must be filed no later
than January 23, 2009 (at least 7 days
before the effective date of the
exemption).
An original and 10 copies of all
pleadings, referring to STB Finance
Docket No. 35210, must be filed with
the Surface Transportation Board, 395 E
Street, SW., Washington, DC 20423–
0001. In addition, one copy of each
pleading must be served on applicants’

SUMMARY: Pursuant to United States
Code, Title 31, section 5135(b)(8)(C), the
United States Mint announces the
Citizens Coinage Advisory Committee
(CCAC) public meeting scheduled for
January 27, 2009.
Date: January 27, 2009.
Time: 10:30 a.m. to 12 p.m.
Location: United States Mint, 801 9th
Street, NW., Washington, DC 20220.
Subject: Review candidate reverse
designs for the obverses of the 2010
Presidential $1 Coins.
Interested persons should call 202–
354–7502 for the latest update on
meeting time and room location.
In accordance with 31 U.S.C. 5135,
the CCAC:
• Advises the Secretary of the
Treasury on any theme or design
proposals relating to circulating coinage,
bullion coinage, Congressional Gold
Medals, and national and other medals.
• Advises the Secretary of the
Treasury with regard to the events,
persons, or places to be commemorated
by the issuance of commemorative coins
in each of the five calendar years
succeeding the year in which a
commemorative coin designation is
made.
• Makes recommendations with
respect to the mintage level for any
commemorative coin recommended.

Advisory Committee on Disability
Compensation; Notice of Meeting
The Department of Veterans Affairs
gives notice under Public Law 92–463
(Federal Advisory Committee Act) that
the Advisory Committee on Disability
Compensation will meet on February 2–
3, 2009, in the Carlton Room, at the St.
Regis Washington, DC, 923 16th and K
Streets, NW., from 8:30 a.m. to 5:30 p.m.
The meeting is open to the public.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on establishing and supervising a
schedule to conduct periodic reviews of
the VA Schedule for Rating Disabilities.
The Committee will receive briefings
about studies on compensation for
veterans with service-connected
disabilities and other veteran benefits
programs. The Committee will break
into subcommittees on the afternoon of
February 2 and the morning of February
3 to begin working on
recommendations. An open forum for
verbal statements from the public will
be available in the afternoon on
February 3. People wishing to make oral
statements before the Committee will be
accommodated on a first-come, firstserved basis and will be provided three
minutes per statement.
Interested persons may submit written
statements to the Committee before the
meeting, or within 10 days after the
meeting, by sending them to Ms. Ersie
Farber, Designated Federal Officer,
Department of Veterans Affairs,
