MichCon requests approval of its
proposed rates as being fair and
equitable on the basis of a showing that
it lacks market power and that
competitive forces will constrain the
rates it charges.
MichCon states that it is a Hinshaw
pipeline, within the meaning of Section
1(c) of the Natural Gas Act, and that it
has been granted an Order No. 63
blanket certificate to provide interstate
transportation and storage services.
MichCon proposes to make its marketbased rates effective as of December 23,
2008.
Any person desiring to participate in
this rate proceeding must file a motion
to intervene or to protest this filing in

SUMMARY: The Federal Communications
Commission, as part of its continuing
effort to reduce paperwork burdens,
invites the general public and other
Federal agencies to take this
opportunity to comment on the
following information collection, as
required by the Paperwork Reduction
Act of 1995 (PRA), Public Law No. 104–
13. An agency may not conduct or
sponsor a collection of information
unless it displays a currently valid
control number. No person shall be
subject to any penalty for failing to
comply with a collection of information

number. Comments are requested
concerning (a) whether the proposed
collection of information is necessary
for the proper performance of the
functions of the Commission, including
