SUPPLEMENTARY INFORMATION: The Department of Veterans Affairs is establishing a new system of records under the Freedom of Information Act (FOIA) and the Privacy Act (PA) of 1974 (5 U.S.C 552a). The proposed system of records will consist of initial FOIA requests from individuals, replies to PO 00000 Frm 00116 Fmt 4703 Sfmt 4703 those requests, and of FOIA appeals and replies to those appeals. The purpose of the system of records is to assist the Department in carrying out its responsibilities under FOIA–PA. The Privacy Act permits VA to disclose information about individuals without their consent for a routine use when the information will be used for a purpose that is compatible with the purpose for which the information was collected. In all of the routine use disclosures described below, the recipient of the information will use the information in connection with a matter relating to one of VA’s programs or to provide a benefit to VA, or the disclosure is required by law.
