DEPARTMENT OF THE INTERIOR 16:10 Jan 06, 2009 SUPPLEMENTARY INFORMATION: The Federal Automotive Statistical Tool (FAST) Reporting of GovernmentOwned Contractor-Operated Vehicles is an information collection required by Executive Order 13149, ‘‘Greening the Government through Federal Fleet and Transportation Efficiency,’’ Section 505. This order requires Federal agencies to ensure that all Government-owned contractor-operated vehicles comply with all applicable goals and other requirements of this order and that these goals and requirements are incorporated into each contractor’s management contract. This order requires the Department of Energy (DOE) to issue guidance to agencies and to establish the data collection and reporting system for collecting annual agency performance data on meeting the goals of the order and other applicable statutes and policies, as stated in Section 301(b). In July 2000, the DOE prepared the Guidance Document for Federal agencies, as required by Executive Order 13149. SUMMARY: This notice announces the termination of the process to develop an Environmental Impact Statement (EIS) for the Special Resource Study for the Delaware Coastal Area. The study area includes the coastal regions of the state of Delaware. A Notice of Intent to Prepare an Environmental Impact Statement was published in the Federal Register on May 31, 2007. Subsequent scoping did not reveal the potential for significant adverse impacts or controversy; therefore, it was determined that an EA would suffice to address National Environmental Policy Act requirements for this study. The Delaware National Coastal Special Resource Study and Environmental Assessment was made available for public review starting 12/ 1/2008, and the comment period ended 12/31/2008. Based on the results of public comments, a Finding of No Significant Impact (FONSI) was prepared for review and approval by the NPS Northeast Regional Director.
