hazards to life, property, navigation/
vessel safety, and protection of the
marine environment. The regulations for
the safe transport by vessel of certain
bulk dangerous cargoes are contained in
46 CFR part 153.

to minimize the number and impact of
pollution discharges, and accidents
occurring during transfer of oil or
hazardous materials. This information
will also be used to evaluate proposed
alternatives and requests for
exemptions.
Need: Under 33 U.S.C. 1321 and
Executive Order 12777 the Coast Guard
is authorized to prescribe regulations to
prevent the discharge of oil and
hazardous substances from vessels and
facilities and to ensure containment
thereof. Coast Guard regulations in 46
CFR part 154 are intended to: (1)
Prevent or mitigate results of an
accidental release of bulk liquid
hazardous materials being transferred at
waterfront facilities; (2) ensure that
facilities and vessels that use vapor
control systems are in compliance with
the safety standards developed by the
Coast Guard; (3) provide equipment and

engineering systems to ensure the vessel
will meet regulatory standards.
