ACTION:
Notice of a bulletin.
SUMMARY: On December 11, 2007, the
General Services Administration (GSA)
published FTR Amendment 2007–06 in
the Federal Register (72 FR 70234)
specifying that the Internal Revenue
Service (IRS) Standard Mileage Rate for
moving purposes would be the rate at
which agencies will reimburse an
employee for using a privately-owned
vehicle for relocation on a worldwide
basis. The amendment indicated that
the change to the IRS Standard Mileage
Rate for moving purposes applied to
relocations on and after September 25,
2007, and that GSA would publish a
bulletin announcing any changes to that
rate made by the IRS thereafter. On
November 24, 2008, the IRS announced
that as of January 1, 2009, the relocation
mileage rate would decrease to $0.24
per mile for the 12 month period ending
on December 31, 2009. Thus, the
reimbursement rate for relocation will
also be $0.24 for the same period. GSA

notice became effective December 12,
2008, and applies to relocations
performed on or after January 1, 2009

The companies listed in this notice
have applied to the Board for approval,
pursuant to the Bank Holding Company
Act of 1956 (12 U.S.C. 1841 et seq.)
(BHC Act), Regulation Y (12 CFR Part
225), and all other applicable statutes
and regulations to become a bank
holding company and/or to acquire the
assets or the ownership of, control of, or
the power to vote shares of a bank or
bank holding company and all of the
banks and nonbanking companies
owned by the bank holding company,
including the companies listed below.
The applications listed below, as well
as other related filings required by the
Board, are available for immediate
inspection at the Federal Reserve Bank
indicated. The applications also will be
available for inspection at the offices of
the Board of Governors. Interested
persons may express their views in
writing on the standards enumerated in
the BHC Act (12 U.S.C. 1842(c)). If the
proposal also involves the acquisition of
a nonbanking company, the review also
includes whether the acquisition of the
nonbanking company complies with the
standards in section 4 of the BHC Act
(12 U.S.C. 1843). Unless otherwise
noted, nonbanking activities will be
conducted throughout the United States.

SUPPLEMENTARY INFORMATION:
I. Background
Ensuring the optimal safety of
vaccines and immunizations is
important to everyone. NVPO is located
within the Office of Public Health and
Science within the Office of the
Secretary, Department of Health and
Human Services (HHS), and has
responsibility for coordinating and
ensuring collaboration among the many
Federal agencies involved in vaccine
and immunization activities. NVAC is a
statutory Federal advisory committee
that provides advice and makes
recommendations to the Director of the
National Vaccine Program on matters
related to the program.
