It is further ordered that, pursuant to rule 1.427(b) of the Commission’s rules, 47 CFR 1.427(b), this Second Report and Order and Order on Reconsideration shall become effective on December 31, 2008, except for the information collections, which require approval by OMB under the PRA and which shall become effective after the Commission publishes a document in the Federal Register announcing such approval and the relevant effective date(s). As described above, the Commission mandated in the June 24, 2008 Internet-based TRS Order that the new numbering system and emergency call handling requirements be implemented by December 31, 2008. In general, the issues addressed in this Order clarify aspects of the implementation of the new system and affirm prior determinations and are critical to ensuring a smooth transition to the new system.
