SUPPLEMENTARY INFORMATION: By
Federal Register Notice dated March 12,
2007, and in accordance with the
requirements of the Federal Advisory
Committee Act (‘‘FACA’’) (5 U.S.C. App.
2) and the Safe, Accountable, Flexible,
Efficient Transportation Equity Act: A
Legacy for Users (‘‘SAFETEA-LU’’) (Pub.
L. 109–59, 119 Stat. 1144), the U.S.
Department of Transportation (the
‘‘Department’’) issued a notice of intent
to form the National Surface
Transportation Infrastructure Financing
Commission (the ‘‘Financing
Commission’’). Section 11142(a) of
SAFETEA-LU established the National
Surface Transportation Infrastructure
Financing Commission and charged it
with analyzing future highway and
transit needs and the finances of the
Highway Trust Fund and with making
recommendations regarding alternative
approaches to financing surface
transportation infrastructure.
Notice of Meeting Location and Time
The Commissioners have agreed to
hold their eighteenth meeting from 8:30
a.m. to 4 p.m. on Thursday, January 8,
2008, at the office of the Information
Technology and Innovation Foundation
(ITIF), 1250 I (‘‘Eye’’) Street, NW., Suite
200, Washington, DC 20005. The
meeting will be open to the public.

SUMMARY: This notice announces two
fact-finding informal airspace meetings,
in addition to three meetings held
previously (73 FR 44311), to solicit

information from airspace users and
others concerning a proposal to revise
the Class B airspace area at Chicago, IL.
The purpose of these meetings is to
ensure all interested parties were
provided an opportunity to present
views, recommendations, and
comments on the proposal. All
comments received during these
meetings will be considered prior to any
revision or issuance of a notice of
proposed rulemaking.
Times and Dates: The informal
airspace meetings will be held on
Monday, February 23, 2009, at 1 p.m.,
and Thursday, February 26, 2009, at 5
p.m. Comments must be received on or
before March 30, 2009.

Meeting Procedures
(a) The meetings will be informal in
nature and will be conducted by one or
more representatives of the FAA Central
Service Center. A representative from
the FAA will present a briefing on the
planned modification to the Class B
airspace at Chicago, IL. Each participant
will be given an opportunity to deliver
comments or make a presentation,
although a time limit may be imposed.
Only comments concerning the plan to
modify the Class B airspace area at
Chicago, IL, will be accepted.
(b) The meetings will be open to all
persons on a space-available basis.
There will be no admission fee or other
charge to attend and participate.
(c) Any person wishing to make a
presentation to the FAA panel will be
asked to sign in and estimate the
amount of time needed for such
presentation. This will permit the panel
to allocate an appropriate amount of
time for each presenter. These meetings
will not be adjourned until everyone on
the list has had an opportunity to
address the panel.

(d) Position papers or other handout
material relating to the substance of
these meetings will be accepted.
Participants wishing to submit handout
material should present an original and
two copies (3 copies total) to the
presiding officer. There should be
additional copies of each handout

formally recorded.
