ACTION: Notice and Opportunity for
Public Comment.
Pursuant to Section 251 of the Trade
Act of 1974 (19 U.S.C. 2341 et seq.), the
Economic Development Administration
(EDA) has received petitions for
certification of eligibility to apply for
Trade Adjustment Assistance from the
firms listed below. EDA has initiated
separate investigations to determine
whether increased imports into the
United States of articles like or directly
competitive with those produced by
each firm contributed importantly to the
total or partial separation of the firm’s
workers, or threat thereof, and to a
decrease in sales or production of each
petitioning firm.

June 25, 2008, the Department
published a notice of revocation of the
antidumping duty order on brake rotors
from the PRC effective August 14, 2007
(see Brake Rotors From the People’s
Republic of China: Revocation of
Antidumping Duty Order Pursuant to
Second Five-year (Sunset) Review, 73
FR 36039 (June 25, 2008)). As a result
of the revocation of the order, the period
of review (POR) was changed from April
1, 2007, through March 31, 2008, to
April 1, 2007, through August 13, 2007
(see June 27, 2009 Memorandum to The
File titled ‘‘Change in the Period of
Review’’).
On July 29, 2008, we selected
Longkou Haimeng Machinery Co., Ltd
(Longkou Haimeng) and Yantai Winhere
Auto–Part Manufacturing (Yantai
