This pilot program is one of the key elements of the President’s 21st Century Spectrum Policy Initiative and is an opportunity for Federal agencies to work cooperatively with industry, researchers, and academia to objectively evaluate new technologies that can improve management of the nation’s airwaves. On February 5, 2008, NTIA published a Notice in the Federal Register describing the Test-Bed pilot program.1 Concurrently, the FCC released a Public 1 Spectrum Sharing Test-Bed, 73 Fed.
