The companies listed in this notice
have given notice under section 4 of the
Bank Holding Company Act (12 U.S.C.
1843) (BHC Act) and Regulation Y (12
CFR Part 225) to engage de novo, or to
acquire or control voting securities or
assets of a company, including the
companies listed below, that engages
either directly or through a subsidiary or
other company, in a nonbanking activity
that is listed in § 225.28 of Regulation Y
(12 CFR 225.28) or that the Board has
determined by Order to be closely
related to banking and permissible for
bank holding companies. Unless
otherwise noted, these activities will be
conducted throughout the United States.
Each notice is available for inspection
at the Federal Reserve Bank indicated.
The notice also will be available for
inspection at the offices of the Board of
Governors. Interested persons may
express their views in writing on the
question whether the proposal complies
with the standards of section 4 of the
BHC Act. Additional information on all
bank holding companies may be
obtained from the National Information
Center website at www.ffiec.gov/nic/.

AGENCY: National Institute for
Occupational Safety and Health
(NIOSH), Department of Health and
Human Services (HHS).
ACTION: Notice.
SUMMARY: The Department of Health and
Human Services (HHS) gives notice of a
decision to designate a class of
employees at the Connecticut Aircraft
Nuclear Engine Laboratory in
Middletown, Connecticut, as an
addition to the Special Exposure Cohort
(SEC) under the Energy Employees
Occupational Illness Compensation
Program Act of 2000. On October 24,
2008, the Secretary of HHS designated
the following class of employees as an
addition to the SEC:
All employees of the Department of
Energy (DOE), its predecessor agencies,
and DOE contractors or subcontractors
who worked at the Connecticut Aircraft
Nuclear Engine Laboratory in
Middletown, CT, from January 1, 1958
through December 31, 1965 for a
number of work days aggregating at least
250 work days occurring either solely
under this employment or in
combination with work days within the
parameters established for one or more
other classes of employees in the
Special Exposure Cohort.
This designation will become
effective on November 23, 2008, unless
Congress provides otherwise prior to the
effective date. After this effective date,
HHS will publish a notice in the
Federal Register reporting the addition
of this class to the SEC or the result of
any provision by Congress regarding the
decision by HHS to add the class to the
SEC.
