Burden: We have identified one nonhour cost burden for this collection.
When respondents submit an
application for permit (Form MMS–134,
Application for Permit to Conduct
Geological or Geophysical Prospecting)
to conduct prospecting or G&G scientific
research activities, they submit a $2,012
fee. Refer to the chart to see these
specific fee breakdowns. We have not
identified any other non-hour cost
burdens associated with this collection
of information.
Public Disclosure Statement: The PRA
(44 U.S.C. 3501, et seq.) provides that an
agency may not conduct or sponsor a
collection of information unless it
displays a currently valid OMB control
number. Until OMB approves a
collection of information, you are not
obligated to respond.
Comments: Section 3506(c)(2)(A) of
the PRA (44 U.S.C. 3501, et seq. )
requires each agency ‘‘* * * to provide
notice * * * and otherwise consult
with members of the public and affected
agencies concerning each proposed
collection of information * * *’’

proposed collection of information is
necessary for the agency to perform its

To comply with the public
consultation process, on June 9, 2008,
we published a Federal Register notice
(73 FR 32595) announcing that we
would submit this ICR to OMB for
approval. The notice provided the
required 60-day comment period. In
addition, § 280.80 provides the OMB
control number for the information
collection requirements imposed by the
30 CFR 280 regulations and form. The
regulation also informs the public that
they may comment at any time on the
collections of information and provides
the address to which they should send
comments. We have received no
comments in response to these efforts.
If you wish to comment in response
to this notice, you may send your
comments to the offices listed under the
ADDRESSES section of this notice. The
OMB has up to 60 days to approve or
disapprove the information collection
but may respond after 30 days.
Therefore, to ensure maximum
consideration, OMB should receive
public comments by January 7, 2009.

The company plans to import the
listed controlled substances to
manufacture bulk controlled substances
for sale to its customers.
No comments or objections have been
received. DEA has considered the
factors in 21 U.S.C. 823(a) and 952(a)
and determined that the registration of
Chattem Chemicals, Inc. to import the
basic classes of controlled substances is
consistent with the public interest, and
with United States obligations under
international treaties, conventions, or
protocols in effect on May 1, 1971, at
this time. DEA has investigated Chattem
Chemicals, Inc. to ensure that the
company’s registration is consistent
with the public interest. The
investigation has included inspection
and testing of the company’s physical
security systems, verification of the
company’s compliance with state and
local laws, and a review of the
company’s background and history.
Therefore, pursuant to 21 U.S.C. 952(a)
and 958(a), and in accordance with 21
CFR 1301.34, the above named company
is granted registration as an importer of
the basic classes of controlled substance
listed.
