SUMMARY: Under the Clean Air Act, EPA
is proposing to approve a revision to the
Clark County portion of the Nevada
State Implementation Plan (SIP). This
revision consists of transportation
conformity criteria and procedures
related to interagency consultation and
enforceability of certain transportationrelated control measures and mitigation
measures. We are proposing to approve
a local plan to include the
transportation conformity criteria and
procedures in the applicable SIP.
DATES: Any comments on this proposal
must arrive by December 8, 2008.

Transportation Conformity Plan,
submitted on April 1, 2008 by the
Nevada Division of Environmental
Protection (NDEP) to comply with
certain requirements that apply to the
nonattainment portions of Clark County.
In the Rules and Regulations section of
this Federal Register, we are approving
this local plan in a direct final action
without prior proposal because we
believe this SIP revision is not
controversial. If we receive adverse
comments, however, we will publish a
timely withdrawal of the direct final
rule and address the comments in
subsequent action based on this
proposed rule. Please note that if we
receive adverse comment on an
amendment, paragraph, or section of
this rule and if that provision may be
severed from the remainder of the rule,

of the rule that are not the subject of an
adverse comment.

AGENCY:
SUMMARY: EPA is proposing to amend
the National Volatile Organic
Compound Emission Standards for
Aerosol Coatings, which establishes
national reactivity-based emission
standards for the aerosol coatings
category (aerosol spray paints) under the
Clean Air Act (CAA). In this ‘‘Rules and
Regulations’’ section of this Federal
Register, we are making these same
amendments as a direct final rule,
without a prior proposed rule. If we
receive no adverse comment, we will
not take further action on this proposed
rule.
DATES: Comments must be received by
December 8, 2008, or December 22, 2008
if a hearing is requested.
Public Hearing: If anyone contacts
EPA requesting to speak at a public
hearing concerning the proposed
regulation by November 17, 2008, we
will hold a public hearing on November
24, 2008.
