This notice also serves as a reminder
to parties subject to administrative
protective orders (‘‘APOs’’) of their
responsibility concerning the return or
destruction of proprietary information
disclosed under the APO in accordance
with 19 CFR 351.305(a)(3), which
continues to govern business
proprietary information in this segment
of the proceeding. Timely written
notification of the return/destruction of
APO materials or conversion to judicial
protective order is hereby requested.
Failure to comply with the regulations
and terms of an APO is a violation
which is subject to sanction.
Disclosure
We will disclose the calculations
performed for these final results within
five days of the date of publication of
this notice to interested parties in
accordance with 19 CFR 351.224(b).
We are issuing and publishing these
final results and notice in accordance
with sections 751(a)(2)(B), 751(a)(2)(C),
and 777(i)(1) of the Act and 19 CFR
351.221(b)(5).

SUMMARY: The Hydrographic Services
Review Panel (HSRP) was established
by the Secretary of Commerce to advise
the Under Secretary of Commerce for
Oceans and Atmosphere on matters
related to the responsibilities and
authorities set forth in section 303 of the
Hydrographic Services Improvement
Act of 1998, its amendments, and such
other appropriate matters that the Under
Secretary refers to the Panel for review
and advice.
Date and Time: HSRP public meeting
will be held November 19–20, 2008.
Open public time is from 8 a.m. to 5
p.m. on November 19th and 8 a.m. to 3
p.m. on November 20th.

SUPPLEMENTARY INFORMATION: The
meeting will be open to the public and
public comment periods will be
scheduled at various times throughout
the meeting. These comment periods
will be part of the final agenda that will
be published before the meeting date on
the HSRP Web site listed above. Each
individual or group making a verbal
presentation will be limited to a total
time of five (5) minutes. Written
comments (at least 30 copies) should be
submitted to the DFO by November 5,
2008. Written comments received by the
DFO after November 5, 2008, will be
distributed to the HSRP, but may not be
reviewed before the meeting date.
Approximately 25 seats will be available
for the public, on a first-come, firstserved basis.

recommendations for management
measures for the 2009 fishing year; and
(3) develop, for Council consideration
and action, a Joint Committee position
on management measures for the 2009

before this group for discussion, those
issues may not be the subject of formal

Tuesday, November 18, 2008
Following introductions and any
announcements, the Council will
receive a series of brief reports from the
Council Chairman and Executive
Director, the NOAA Fisheries Northeast
Regional Administrator, Northeast
Fisheries Science Center and MidAtlantic Fishery Management Council
liaisons, NOAA General Counsel,
NOAA Enforcement and representatives
of the U.S. Coast Guard and the Atlantic
States Marine Fisheries Commission.
Following these reports, there will be a
review of proposals contained in Draft
Amendment 1 to the Consolidated
Highly Migratory Fishery Management
Plan addressing Essential Fish Habitat.
Prior to a lunch break the Council will
hold an open comment period during
which any interested party may address
the Council about fishery management
related issues that are otherwise not
listed on the agenda. Following the
break, the Council’s Research Steering
Committee will report on its review of
the NEFMC’s five-year research
