AGENCY: Federal Communications Commission.

ACTION: Final rule.

SUMMARY: The Commission grants a petition for rulemaking filed by WXOW-
WQOW Television, Inc. (``WXOW-WQOW''), permittee of station WXOW-DT, to 
substitute DTV channel 48 for post-transition DTV channel 14 at La 
Crosse, Wisconsin.

DATES: This rule is effective December 1, 2008.
