The expanded operations will involve
a continuation of KMMC’s utilization of
foreign-sourced materials and
components. Expanded FTZ procedures
could continue to exempt KMMC from
customs duty payments on the foreignorigin inputs used in production for
export (about 22% of shipments). On its
domestic shipments, the company
would be able to elect the duty free rate
that applies to finished engines for the
foreign-sourced components listed
above. Customs duties also could
possibly be deferred or reduced on
foreign status production equipment.
Public comment is invited from
interested parties. Submissions (original
and 3 copies) shall be addressed to the
Board’s Executive Secretary at the

receipt of comments is December 22,
2008. Rebuttal comments in response to

Notice.
SUMMARY: The Bureau of Industry and
Security (BIS) will hold a public
meeting on October 27, 2008 for those
companies, organizations, and
individuals that have an interest in
learning about the new license
exception entitled ‘‘Intra-Company
Transfer (ICT)’’ that would be
established under the Export
Administration Regulations (EAR) as
presented in the proposed rule
published in the Federal Register on
October 3, 2008. U.S. Government
officials will explain the amendments to
the EAR proposed in the rule and
answer questions from the public.
DATES: The meeting will be held on
October 27, 2008 at 9 a.m.
