AGENCY:
SUMMARY: Pursuant to the Federal
Advisory Committee Act, Public Law
92–463, the Environmental Protection
Agency (EPA), Office of Research and
Development (ORD), gives notice of a
meeting of the Board of Scientific
Counselors (BOSC) Water Quality MidCycle Subcommittee.
DATES: The meetings (teleconference
calls) will be held on Monday,
November 3, 2008 from 1 p.m. to 3 p.m.
Eastern Standard Time. The meeting
may adjourn early if all business is
finished. Requests for the draft agenda
or for making an oral presentation at the
conference calls will be accepted up to
one business day before the meeting.

meeting room will not be used.

Bank Holding Company Act (12 U.S.C.
1843) (BHC Act) and Regulation Y (12
CFR Part 225) to engage de novo, or to
acquire or control voting securities or

section 319F–3 of the Public Health
Service Act (42 U.S.C. 247d–6d) to
provide targeted liability protections for
pandemic countermeasures based on a
credible risk that an avian influenza
virus spreads and evolves into a strain
capable of causing a pandemic of
human influenza.
