Certifications, and Approvals for
Nuclear Power Plants,’’ an application
for a combined license (COL) for an
economic simplified boiling water
reactor (ESBWR) nuclear power plant, to
be located in Monroe County, Michigan.
The reactor is to be identified as Fermi
3.
An applicant may seek a COL in
accordance with Subpart C of 10 CFR
Part 52. The information submitted by
the applicant includes certain
administrative information such as
financial qualifications submitted
pursuant to 10 CFR 52.77, as well as
technical information submitted
pursuant to 10 CFR 52.79.
Subsequent Federal Register notices
will address the acceptability of the
tendered COL application for docketing
and provisions for participation of the
public in the COL review process.

Sunshine Act Meeting
Notice is hereby given, pursuant to
the provisions of the Government in the
Sunshine Act, Public Law 94–409, that
the Securities and Exchange
Commission will hold a Closed Meeting
on Tuesday, October 21, 2008, at 10 a.m.
Commissioners, Counsel to the
Commissioners, the Secretary to the
Commission, and recording secretaries
will attend the Closed Meeting. Certain
staff members who have an interest in
the matters also may be present.
The General Counsel of the
Commission, or his designee, has
certified that, in his opinion, one or
more of the exemptions set forth in 5
U.S.C. 552b(c)(5), (6), (7), 9(B) and (10)
and 17 CFR 200.402(a)(5), (6), (7), 9(ii)
and (10), permit consideration of the
scheduled matters at the Closed
Meeting.

The subject matter of the Closed
Meeting scheduled for Tuesday, October

14 and older are invited to submit
videos, not to exceed three minutes in
length, containing any form of artistic
expression including, but not limited to,
dance, spoken word, poetry, and song,
that highlight the theme ‘‘Connecting
through Difference: Share your Story.’’
DATES: Contest submissions will be
accepted from on or about December 1,
2008, 12 p.m. EST, until January 26,
2009, 11:59 p.m. EST. The Department
will accept comments from the public
up to December 16, 2008.
SUBMISSIONS: Only videos submitted
online at connect.state.gov will be
considered.
