by consumers and telecommunications
carriers, in federal default states as well
as in other states. We therefore seek
comment on how to improve the
certification and verification
requirements. Commenters should
suggest ways in which the USF
Administrator can better ensure that
Lifeline and Link-Up low-income
consumers are eligible for such
programs after their initial enrollment.
Commenters should also discuss
whether different methods should be
used to prevent waste, fraud, and abuse
in federal default states and in states
that are not federal default states.
