Need: Sections 2103, 3306, 3703, and 4302 of 46 U.S.C. authorize the Coast Guard to establish safety equipment and material regulations. These regulations are contained in 46 CFR parts 159 to 164. Section 1322 of 33 U.S.C. authorizes the Coast Guard to establish MSD regulations that are contained in 33 CFR part 159.
