These records show daily activities in the manufacture, use, storage, and disposition of explosive materials by manufacturers. The records are used to show where and to whom explosive materials are sent, thereby ensuring that any diversion will be readily apparent and, if lost or stolen, ATF will be immediately notified on discovery of the loss or theft. ATF requires that records be kept 5 years from the date a transaction occurs or until discontinuance of business or operations by the licensee. (5) An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: It is estimated that 2,008 respondents will take 15 minutes to maintain each record. (‘‘the Act’’), Southwest Research Institute—Cooperative Research Group on Clean Diesel V (‘‘Clean Diesel V’’) has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing changes in its membership. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Specifically, Wuxi Weifu Lida Catalytic Converter Co., Ltd., Jiangsu, PEOPLE’S REPUBLIC OF CHINA, has been added as a party to this venture. No other changes have been made in either the membership or planned activity of the group research project. Membership in this group research project remains open, and Clean Diesel V intends to file additional written notifications disclosing all changes in membership. On January 10, 2008, Clean Diesel V filed its original notification pursuant to Section 6(a) of the Act. The Department of Justice published a notice in the Federal Register pursuant to Section 6(b) of the Act on February 25, 2008 (73 FR 10064).
