The meeting will be held from 10:30 a.m.–12 p.m. and will be open to the public, up to the capacity of the meeting room. The Committee members will discuss various issues relating to strategies to promote democratic governance, with Secretary Rice leading the discussion from 11 a.m.–11:30 a.m. Entry to the main State Department building is controlled and will require advance arrangements. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the Department, including whether the information will have a practical utility; (b) the accuracy of the Department’s estimate of burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information collection; (d) ways to minimize the burden of the collection of information on respondents, by the use of electronic means, including the use of automated collection techniques or other forms of information technology.
