SUMMARY: This is a notice of the Presidential declaration of an 
emergency for the State of Louisiana (FEMA-3295-EM), dated September 
11, 2008, and related determinations.

SUPPLEMENTARY INFORMATION: Notice is hereby given that, in a letter 
dated September 11, 2008, the President declared an emergency under the
